Dover District Council operates conservation areas across Deal and Walmer. In order of designation:

Under the General Permitted Development Order 2015 (as amended), solar PV on a domestic property is normally permitted development, subject to conditions. In a conservation area, those conditions tighten:

  2. Panel layout drawing showing which slopes, how many panels, cable route, inverter location.
  3. Pre-application enquiry to Dover District Council (approx £75-150 fee) with the drawing.
  4. Conservation officer response, usually within 4-6 weeks.
  5. Formal planning application or listed-building consent as required (approx £258 householder fee, 8-12 weeks).
  6. MCS install once consent is in hand.

Battery-only alternative.

Where PV can't get consent on a listed Deal frontage, an AC-coupled battery on a time-of-use tariff (Octopus Flux, Intelligent Go, Cosy) still delivers meaningful savings by arbitraging cheap off-peak into high-price evening windows. No planning required - it's an internal electrical alteration. Common Middle Street second-home spec.
